General and Operations Manager (Program Manager)

 

Summary:  

  • Acts as the overall lead, manager, and administrator for the contracted effort supporting the Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) and Organic Product Development (OPD) Office. Incumbent leads a team providing engineering, technical, and management services.
  • These services are provided to the following business areas: antenna range and instrumentation facility, environmental simulation and test laboratory, engineering and prototyping, information technology (IT) management and software, Navy Marine Corps Intranet (NMCI) asset management, information management (IM), system administration (SA), information assurance (IA), cybersecurity, IT compliance, video teleconference (VTC) and conference room, procurement, physical security, infrastructure, hazardous material (HAZMAT), media and communications operations, facilities coordination and management, systems engineering and systems acquisition, project management, and telecommunications and visitor control support.

Duties and Responsibilities:

  • Directs efforts of team(s) to include contractors at multiple locations.
  • Serves as the primary interface and POC with Government program authorities and representatives on technical and program/project issues.
  • Regularly briefs senior leadership on program status and milestones.
  • Oversees contractor personnel program/project operations by developing procedures, planning, and directing execution of the technical, programming, maintenance, and administrative support effort and monitoring and reporting progress.
  • Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements.
  • Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DoD 5000 series.

 

Qualifications:  

 

  • Candidate must possess 10 years of experience performing program/project management functions similar to those outlined above.
  • At least 5 of the 10 years must be in planning, organizing, directing, budgeting, and executing funds and controlling multiple Engineering and IT projects in Defense acquisition.
  • Additionally, experience must include 3 years of supervisory experience managing Engineering and/or IT programs.
  • Candidate must possess or be able to obtain and maintain a favorable personnel security determination for a Secret clearance.

 

Education: 

  • Degree in Engineering or an engineering discipline (aerospace, computer, electrical, electronics, mechanical, information systems or engineering technology).

OR

  • Technical Degree in aerospace, electrical, electronics, mechanical, information systems, or engineering technology.

OR

  • Degree in Business or business disciplines (business administration, business management, project management, economics, finance, international business, legal studies, political science, management studies, English, marketing or accounting).

    Contract Administrator

     

    Position Summary:

    • Provide cradle-to-grave contract administration support for Government contracts and delivery orders of various contract types (CPFF, FFP, T&M. etc.).
    • Life cycle contracts administration, negotiations, compliance, and record keeping.
    • Contracts administration responsibilities will (but not limited to) include pre-/post award amendments, contract and modification review, negotiation, and acceptance; contract documentation retention and storage in an orderly and methodically manner, contract documentation tracking, contract brief updates, contract closeouts as required.

     

     

    Duties and Responsibilities:

    • Assist in the preparation of estimates and cost proposals for labor, material, and indirect costs to be charged to proposed actions according to established guidelines and within limitations and constraints of solicitation provisions.
    • Develop and review prime contract flow down documents to ensure compliance with prime contract requirements and to minimize company liability.
    • Supports internal/external audit activities as well as data request from internal/external customers.
    • Prepares and distributes Contractor’s Release and associated documents with the final invoice.
    • Prepares and distributes the DD-250 (delivery and/or final for each contract and delivery order).
    • Prepares Limitation of Funds/Costs/LOE letter for each contract and delivery order, by CLIN, as appropriate.
    • Maintains records for each contract/delivery order, by CLIN and by task, of current ceiling, funding applied, cost expended and balance remaining.
    • Interfaces with numerous organizations representing both government and private sector in the process of conducting business by correspondence, telephone contact, email and other.
    • Communicates with Directors, Program Managers and other Compliance Corporation employees with respect to routine contractual matters, special requests or concerns.
    • Analyzes financial performance of contracts and subcontracts to ensure performance within contractual parameters. Compiles data for billing.  Keeps track of subcontract orders and competitive proposals.
    • Participates in cost proposal development and creation of proposal artifacts, and to identify and mitigate contract risks in accordance with company policy and procedures.
    • Produces various company reports to contract funding, employee wage increases, personnel actions, labor hours expended, subcontract tracking, etc.
    • Experience with preparing Funds Expenditures Reports (FERS) and budgets for all contracts and delivery orders. Copies and distributes FERS, vouchers, and monthly status reports to the Government and within the company.  Prepares monthly budgets and funds expenditure reports using spreadsheet software.  Maintains spreadsheets of current delivery orders and contracts.
    • Experience with burden rate development, rate and profit analysis, cost and funding expenditures analysis, task order pricing, and Rough Order Magnitude (ROMs).
    • Experience with contract (tracking and reporting).
    • Experience with effectively managing CPFF, T&M, and FFP contracts.
    • Experience with responding to RFPs.
    • Perform other duties as assigned.

    Skills:

    • Knowledge of both the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation (DFAR) Supplements.
    • Proficient in Microsoft Office Suite, especially Excel, Word, and Outlook.
    • Excellent verbal and written communication – internal/external customers.

              • Functions as an instrumentation and mechanical engineering technician with expertise in TIG welding, MIG welding, and brazing techniques, who applies engineering methods and principals to the design, layout and construction of heavy electronic equipment systems foundations and framing.  Completes complex weldments using best practices to keep the completed weldment within the tolerances allowed.

              Estimator 

              Machine Shop Coordinator/ Estimator

              Compliance Corporation is accepting resumes for the following position located at Webster Field

              Machine Shop Coordinator/Estimator/ Eng Tech III, IV, V

              Summary:  The Coordinator is expected to be highly knowledgeable about all aspects of Machine Shop manufacturing process with at least 5 years of experience in metal fabrication.  The Coordinator shall interface and liaise with the customer for all incoming work.  For manufacturing planning and estimating purposes, the coordinator must be knowledgeable in but not limited to CNC machining, water jet operations, punch operations, metal forming and fabrication, and fiberglass/ composite repair.  The coordinator shall estimate all incoming work and provide good advisory support to customers, accurately assess tasks and project problems in advance.  The coordinator  will have a working relationship with shop lead and supervisor, procurement personnel, technicians, and inspectors in order to ensure that work is completed most efficiently with respect to cost and schedule, create material kits for processing are available when needed by technicians to meet customer requirements and oversee or assess efficiency and end-quality of project tasks. In addition to the necessary technical knowledge, the Coordinator shall work closely with the Design Team (Design engineers, Designer, and Drafter) to accomplish all tasks.

               

              Duties and Responsibilities:

                   Basic Functions:

                  •  Position functions as an engineering technician with a background in sheet metal mechanics using a variety of metal types including aluminum, steel and sheet metal. Position performs assignments that are not completely standard or routine.· Applies engineering techniques, principals and precedents to design, develop and modify prototype mechanical systems and equipment in support of various electronic and communications systems.· Works with engineers to recommend design of chassis, fixtures and hardware components for new developmental systems.· Inspects repairs and modifies existing hardware systems undergoing retro-fit.· Conducts site surveys for the design and layout of mechanical fixtures, chassis and components to be installed aboard ship, in various mobile platforms or at land stations.· Designs new chassis and prototype systems underdevelopment.· Installs new or modified systems aboard ship, on various mobile platforms, or at ground stations.

                  Experience:

                  This position requires five (5) years of experience in performing the foregoing functions.

                    Basic Functions:

                    • Functions as a model making engineering technician with a machinist background who applies engineering techniques and principals to the design and development of unique, one of a kind, mechanical engineering applications for a variety of electronic and communication hardware systems and military weapons systems.
                    • Plans, designs, and constructs mechanical units needed to support prototype development of special electronics and communications equipment to be installed aboard ships, at shore stations, or on various mobile platforms.
                    • Constructs and installs special hardware for these systems.
                    • Reviews and analyses mechanical engineering equipment and systems and recommends methods for the modification of those systems as they are adapted into new equipment or into equipment field change units.

                    • Sets up and operates both conventional and CNC equipment.

                    Experience:

                    This position requires five (5) years of experience in performing the foregoing functions with three (3) years’ experience operating a variety of CNC machines.

                        Engineering Technician III (Navy Combat Systems)

                         Job Description:

                        You will directly support the Combat and Integration and Identification Systems Division (IKS) located in Saint Inigoes, MD (NAVAIR Webster Air field), and will perform a wide variety of electronics-based tasking in support of the U.S. Navy’s Fleet Modernization Program and the ISEA for the AN/UPX-29(V) Identification Friend or Foe (IFF) system.

                        Sample Tasking:

                        1. Inspecting, testing, and certifying basic circuit boards and systems for compliance with system test requirements during
                        2. Troubleshooting malfunctions using applicable drawings, knowledge of electronics theory, and test equipment such as multi-meters, cable testers, oscilloscopes, and synchro testers.
                        3. Travel to interesting locations such as: San Diego, California; Rota, Spain; Yokosuka, Japan; Norfolk, Virginia; Mayport, Florida, and more.
                        4. Performing IFF system assessments such as ALOA’s, CSSQT’s, and MCA’s.
                        5. Supporting IFF Mode 5 and Mode S system upgrades on board Navy ships or land-based sites.
                        6. Answering a call for an On Board Technical Assistance (OBTA).
                        7. Communicating with ship’s force, government customers, and BAE Systems project leads in a professional manner
                        8. Teach and assist IFF technicians of all skill levels with a positive attitude and a willingness to invest in the future of our expanding company

                        Required Education, Experience, & Skills:

                        1. High School diploma and at least 4 years of related experience.
                        2. Current Secret Clearance or the ability to obtain and maintain.
                        3. Ability to read and follow engineering drawings, work instructions, and test procedures.
                        4. Ability to climb aloft on board U.S. Navy vessels and lift/carry heavy objects.
                        5. Working knowledge of basic electronic theory.
                        6. Experience with troubleshooting electronic systems, and with aligning and adjusting electronic equipment and components.
                        7. Experience with basic electronic test equipment such as multimeters, oscilloscopes, megohmmeters, synchro testers, and VSWR testers.

                        Preferred Education, Experience, & Skills:

                        • Experience with shipboard, aircraft or ground based IFF systems.
                        • Navy NEC 1572 AIMS technician and/or NEC 1571 AN/UPX-29(V) Ship System Maintainer, or NAVY NEC V06B AN/UPX-29(V) Ship System Maintainer, or other service equivalent.
                        • Computer troubleshooting and maintenance experience.
                        • Certified Solder Technician specializing in SMT, lead free and through hole.
                        • Certified Quality Assurance Inspector for Solder and cable fabrication.
                        • Cable fabrication certification.
                        • Knowledge of ISO 9000 standards.
                        • Familiar with Lean Six Sigma methodologies.
                        • Occupational Safety and Health Administration (OSHA) – Maritime (OSHA 1915) training certification.

                          IFF SCA Engineering Technician IV (Navy Combat Systems)

                          Job Description
                          The selected candidate will perform a broad spectrum of technical work involving the AN/UPX-29(V) IFF system. Specific examples of expected tasking is as follows:

                          • Conduct pre-installation checkouts (PICO) on board United States Navy Ships in support of upcoming ship alterations.
                          • Perform shipboard installations as part of the alteration installation team in accordance with the TS9090.310.
                          • Provide training to shipboard IFF system technicians with NEC 1571/1572 (V06B/V07B) on the AN/UPX-29(V) system upgrades.
                          • Provide technical services in support of the AN/UPX-29(V) Interrogator System during grooms, Combat System Ship Qualification Trials (CSSQT), Material Condition Assessments (MCA), and Aegis Light-Off Assessments (ALOA).
                          • Interface directly with ship’s force department heads to provide high level status updates and recommend corrective action.
                          • Serve as a technical liaison and provide technical support to the United States Navy for the AN/UPX-29(V) IFF system.
                          • Review engineering change proposals (ECP) for accuracy and applicability.

                          Your duties will be as follows:

                          Must be willing to travel to assist with shipboard/shore-based system installations and test event and will work on-board ships to accomplish assignments. Will exert frequent energy, such as climbing to go aloft for antenna inspections and lifting/carrying heavy objects. May be required to work overtime hours or weekends to support installations and test events and will occasionally perform work in disagreeable environmental conditions.
                          Assigned work will include assisting other technicians and working on projects involving Combat Identification equipment including Mark XII and Mark XIIA systems. Will work closely with BAE Systems personnel, subcontractors, and onsite government customers.

                          Required Education, Experience, & Skills

                          • High school diploma and a minimum of 6 years of experience working with United States Navy combat systems
                          • NEC 1571 (V06B) or equivalent AN/UPX-29(V) course or experience
                          • NEC 1572 (V07B) or equivalent AIMS system technician
                          • Secret Clearance or the ability to obtain and maintain the required security clearance
                          • Ability to climb aloft for antenna maintenance and lift/carry heavy objects
